Dr Ponciano Batugal is the CEO of GPPAC. He is President of the Farmers Community Development Foundation International of the Philippines, and Coordinator of the International Network of Community Based Organizations (INCBO).

Over 40 years of experience on agricultural research and development starting as Program Leader of Sunflower Breeding and Production Program of Central Luzon State University (CLSU) in 1974 and implementer of the INPUTS (Increasing Productivity under Tight Supply) Project of the East- West Center in the Philippines; then as Project Coordinator of Tobacco Intercropping at  Philippine Tobacco Research  and Training Center (PTRTC); Program Manager of Technology Packaging for Countryside Development or Technoguide of the Philippine Council for Agricultural and Resources Research and Development (PCARRD) , and eventually Founding Trustee  and  current Research Director of the Farmers Community Development Foundation International  (FCDF).

As a Researcher, she developed project proposals, sourced research donors, designed and conducted agricultural experiments on various crops such as sunflower, cotton, vegetables, tobacco, legumes, rootcrops such as white potato and sweet potato, etc. As Program Leader, she coordinated researches of study leaders, reviewed experimental designs and data parameters, and evaluated and integrated the study results.

As a Development Worker, she developed community-based projects, designed and established interventions that would benefit the community, capacitate target participants and linked with concerned institutions to sustain the development project.

She did consultancy works as:  Lead Technical Consultant for Oxfam-funded project titled “Developing a Climate Change Preparedness Model to Reduce Poverty in Typhoon Yolanda Devastated Municipalities of Eastern Samar”;
